Jess was born in New Zealand and moved to Brisbane with her parents and two older brothers when she was in primary school. When she was in high school Jess’ family relocated again – this time to Sydney where she still lives today.

After completing high school, Jess attended Sydney University where she obtained a Bachelor of Arts (Anthropology) and then completing her Honors year at Queensland University of Technology. Jess then continued studying after being offered a scholorship to complete her PhD.

Jess completed her thesis on the resettlement of Karen people in Brisbane. A few days before graduating with her PhD, Jess married Ben and they had had four children together. During her seven years as a stay at home mum, Jess published four academic papers and completed a Master in Global Development (with Distinction).

In November 2021, Jess became a Research Fellow at the Lowy Institute. In July 2024 Jess became a Project Director, before resigning prior to her election to the Senate in March 2025. Jess was a regular contributer to The Interpreter while also contributing to research and policy.
